Examines Kurdish language technologies as a case of AI governance without a state: how communities develop digital infrastructure absent sovereign institutions. Analyzes Kurdish NLP corpora, tools, and repositories as contested spaces of democratic participation, recognition, and resource allocation, arguing they constitute an arena of stateless democratization.
